The President, when present, shall take the chair at all meetings of the Society, of the Council, and of any committee which has not appointed its special chairman, shall regulate and keep order in the proceedings, and shall be ex officio a member of every committee.

In the absence of the President, it shall be the duty of the Vice President to preside at the meetings of the Society, and to regulate the proceedings. In the absence of the President and Vice President, the meeting may elect any member of Council present to take the chair at that meeting.

At the meetings of Council, five shall be a quorum. The minutes of Council's proceedings shall, at all reasonable times, be open to the inspection of the members.
